State of an in-flight plan change. Entitlements are only granted when Applied.
Possible Values

PENDING_PAYMENT
Awaiting payment confirmation
PENDING_AUTHENTICATION
Awaiting customer authentication (3DS / requires_action)
APPLIED
Payment confirmed and the new plan is applied
FAILED
Payment failed or the pending update expired
